The Civil Aviation Safety Directorate of Haiti (DSACH), a sectoral entity of the National Civil Aviation Office (OFNAC), plays a central role in ensuring civil aviation safety across Haitian territory. In accordance with the decree of April 22, 2017 establishing OFNAC's organic law and the decree establishing the Haitian Civil Aviation Code of March 11, 2020, DSACH is the competent authority for oversight, certification and regulation in the aeronautical domain. It is responsible for ensuring that infrastructures, equipment and activities related to civil aviation comply with international standards, in particular those set out in the Chicago Convention and its annexes.
As the national oversight authority, DSACH carries out essential missions for the safety and regularity of air operations. It performs rigorous inspections of facilities and infrastructures such as aerodromes, air navigation services, maintenance centers and aeronautical training centers.
It also ensures aircraft airworthiness, whether for passenger transport, freight or postal items, as well as aircraft used in general aviation. In addition, it defines conditions for aerodrome use, issues registration and airworthiness certificates, and keeps the National Registration Register up to date.
DSACH provides active oversight of airport facilities and aeronautical services in collaboration with other state institutions whenever required. It conducts regulatory inspections to verify strict compliance with applicable laws and regulations.
The Personnel Licensing Service is responsible for issuing licenses to air traffic controllers and validating licenses for flight crew, technicians in charge of aircraft maintenance, and any other aeronautical professional requesting validation.
The Air Operations Service manages certification files for aircraft operators. It verifies that certified airline operations are carried out according to approved procedures. It also supervises all general aviation and aerial work operations.
The Aircraft Registration and Airworthiness Service handles registration of aircraft entered in the National Registration Register (RNI). It ensures aircraft are in proper flying condition and issues airworthiness certificates.
The Air Navigation Oversight Service manages certification files for air navigation service providers. For certified operators, it verifies that equipment, related procedures and services comply with regulations and international standards, and that all operating personnel act within their qualifications.
The Aerodrome Oversight Service manages certification files for aerodrome operators, issuance of aerodrome approvals, and the list of declared aerodromes. It ensures airport and aerodrome compliance with established regulations.
The Quality and Standardization Service ensures that management procedures and oversight activity procedures are implemented optimally within DSACH. Its action helps guarantee service quality so that DSACH's organization, role and responsibilities are clear and understood by all stakeholders.
