Graduated as Junior Air Traffic Controller in 1992 at OFNAC, he progressed through all ranks to become Senior Air Traffic Controller, Team Leader, and ATC Supervisor across the three control services: Aerodrome Control Tower, Approach Service, and En-Route Control Service, before transitioning to the Search and Rescue phase after his specialization at Singapore Aviation Academy (SAA) in 2016 and 2017. He elevated the SAR service to its current level, considered one of the most successful in the Caribbean in terms of organization, thanks to the establishment of various agreements with adjacent and Caribbean centers, coordination with national, regional, and international authorities, coordination of local SAR infrastructures, institution of statutory meetings, reliable follow-up and maintenance of memberships, all contributing to the success of operations according to their roles and capabilities.
Finally, he developed an interest in cybersecurity with the aim of strengthening the reliability and capacity of SAR interventions. He continued his specializations at: • PAIFA: Pan American International Flight Academy, Miami • Nav Canada: on procedures • Peru: for GNSS (Global Navigation Satellite System) experience. Mr. Hantz CELESTIN has held the position of Director of Air Navigation since 2021, one of the most complex Directorates of OFNAC.
